Suspect Still Not in Custody After Shooting Bus Driver

The suspect is just cutting out the middle man formality and saving the tax payer money because once caught and taken to court the suspect will be back out on bail or bond and then weeks later at the trial will just get a slap on the risk anyways assuming the suspect doesn't skip out on the bail or bond.
