MOBILE, Ala. (WPMI) Teen pregnancies across the United States are down; however, Alabama still ranks in the top 10 states for high pregnancy rates among teenagers.

According to the Mobile County Health Department, the national rate of pregnancies for girls ages 15 to 19 is 31 per 1,000 teens. In the state of Alabama, it is 43 per capita. In Mobile, it is nearly 54 per 1,000 teens.

"Alabama's birthrate has been consistently higher than the national birth rate. Mobile County's birthrate is higher than the state of Alabama. So we have a problem," said Director of Teen Pregnancy Prevention Center Jillian Ransom.

The Health Department reported Alabama ranks ninth for teenage birth rates in the country. Mobile County ranks number one out of all three metropolitan areas in the state.

Ransom stated Mobile County Schools have recently partnered with the center to launch a new program for middle schools called Making a Difference.

"It has a very strong abstinence based program to it, but it also focuses on ways to prevent STD's and pregnancy. So it doesn't use fear tactics," said Ransom.

The Centers of Disease Control provided Mobile County with a five year grant to help reduce teenage birthrates by 10 percent. Officials hope the new initiative will be more effective and make a difference with preteens' sexual behavior.

"Adults feel like we equate information with permission to go out and have sex, and research states when teens get info, they appreciate and use the information," said Ransom.

Ransom added it's important for preteens and teenagers to have someone they can openly talk to about sex.

"If they can't go to their mom, they should be able to go to their teacher. If they can't go to their teacher, they should be able to go to a counselor," said Ransom.

How about this idea to limit teen birthrates? If you receive any federal or state assistance, you will not receive any additional money for having additional children. You will be offered birth control and educated on failproof birth control (abstinence). If you fail to adequately care for your children, they are taken from you. Use the money saved from limiting payments based on dependents for foster care and additional DHR employees.I bet this would stop much of the multi-generational dependance on government assistance. I don't care if you are black, white or green, you shouldn't continue having children if you can't afford the ones you have.

And it is 73% of young black females that are getting pregnant, because a Federal Government encourages such. When you can get pregnant as a teen and have the hospital cost paid by taxpayers, free food for the baby provided by taxpayers, free housing in the projects provided by taxpayers, free clothes through welfare payments provided by the taxpayers which is all funneled through the federal government then why not have as many babies as you want? This is has been the mindset for over 40 years and as long as the democrats and liberals promote and encourage this trend and behavior blacks will always be slaves to the government and led to the polls like sheep to keep the entitlements coming. What the democrats and liberals are essentially saying to blacks ios that they are not smart enough or intelligent enough to provide for themselves and must be cared for through out their entire lifetimes by a central US federal government and they must vote for the slave masters (dems & libs) to ensure this cycle of dependency never ends.

Very sad that Alabama is still so Regressive and call themselves Christians. KKK and Racist remarks. Really? It takes a High School Education for all in Al. It takes Health Care for all in AL. It takes access to Birth Control for All. Human beings are Sexual. The Pulpit can't stop it, or cover it up. Its time for Alabama to rise out of the insanity of the Far Right, and to progress to a middle at the very least. This State is doomed with more failure under its current leadership on State and Federal levels, if the current hypocritical agenda remains. Air Bus will be out of here as fast as 2 or 3 yrs just like TK if this State stays this intolerant of others. Alabama doesn't learn from mistakes, and its a shameful thing.

Making a Difference Program: "It has a very strong abstinence based program to it, but it also focuses on ways to prevent STD's and pregnancy. So it doesn't use fear tactics," said Ransom." When will our leaders learn that teaching abstinence just doesn't work?? What we need is a strong birth control program that makes it more accessible to teens. We cannot go with just sticking our heads in the sand and pretending that we can tell them to "just say NO", because we know that does not work. What does work is education, information and easy accessibility.
