Second Person Arrested in 7-Week-Old Child Neglect Case

BILOXI, Miss. (WPMI) Biloxi Police have charged a second person in connection with a 7-week-old infant who was injured so badly that she had to be air lifted to a hospital in Alabama. The child's mother was already charged in the case.

Twenty-five-year-old Holly Gail Phelps and 31-year-old Will Russell May are charged with felony child abuse. They're both being held in the Harrison County Adult Detention Facility.

Police say the incident happened on Irish Hill Drive Thursday morning. At last check, the infant was in critical but stable condition.

Two other children in the home were taken into protective custody by the Department of Human Services. Authorities say one of the kids, an 18-month-old, also suffered physical and emotional damage.

May was also arrested on charges of possession of a controlled substance with the intent to distribute. May was on probation for a controlled substance violation, so he's being held without bond.
